About us

The National Public Health Surveillance Laboratory (hereinafter – NPHSL) is a budgetary public health care institution of the Lithuanian National Health System, established on 10 July 2003.

The purpose of NPHSL is to provide high-quality personal and public health care services by performing laboratory tests, measurements and calculations aimed at assessing risks to human health associated with products, environmental factors and communicable diseases.

The owner of NPHSL is the State, while the institution exercising the rights and obligations of the owner is the National Public Health Centre under the Ministry of Health (hereinafter – NPHC).

At the request of state institutions, municipalities, private and public legal entities and natural persons, as well as residents, NPHSL performs chemical and microbiological testing of indoor and workplace air, wastewater, bathing water, drinking water, food, non-food products, cosmetics, personal hygiene products, materials and articles intended to come into contact with food, biocidal products, detergents, household chemical products, and other products and environmental samples.

The Laboratory performs microbiological, virological, parasitological, immunological, enzyme immunoassay, serological, haematological, molecular, general clinical and other clinical diagnostic laboratory tests required for personal and public health care.

NPHSL also performs measurements of electromagnetic radiation, noise, vibration and other physical factors, and provides mandatory health training, occupational risk assessment and evaluation services.

NPHSL is accredited by the National Accreditation Bureau under the Ministry of the Economy and Innovation of the Republic of Lithuania. The Media Production, Control and Validation Division is certified according to the LST EN ISO 9001:2015 quality standard.

NPHSL has implemented an integrated management system that complies with the requirements of the international standards LST EN ISO/IEC 17025:2018, except for Clause 7.8.7 “Opinions and interpretations”; Clause 7.8.6 “Reporting statements of conformity” applies only to the assessment of materials and articles intended to come into contact with food; LST EN ISO 15189:2023; and LST EN ISO 9001:2015, except for Clause 8.3 “Design and development of products and services”. Quality control services are provided in accordance with the requirements of standards and other applicable regulatory documents.

NPHSL operates in accordance with Order No. D1-508 of the Minister of Environment of the Republic of Lithuania of 28 June 2011 “On the Approval of the Procedure for the Application of Environmental Protection Criteria in Green Public Procurement”, the Order of the Director of the National Public Health Surveillance Laboratory “On the Approval of the Environmental Policy of the National Public Health Surveillance Laboratory”, and the understanding that, as an institution important to Lithuania’s economic development, NPHSL must take care of its environmental impact, assume responsibility for the short-term and long-term consequences of its activities, and strive to implement the most advanced available environmental protection solutions, taking into account the requirements of LST EN ISO 14001, other environmental standards, and the related legislation of the Republic of Lithuania and the European Union.
