The Occupational Risk Assessment
The purpose of occupational risk assessment is to identify and evaluate the existing or potential risks in the workplace, eliminate them, and, if they cannot be removed, implement preventive measures to protect employees from those risks.
The organization of occupational risk assessment for employees is the employer's responsibility, as stipulated in the Law on Occupational Safety and Health (Article 25) and the Order No. A1-457/V-6961 of the Minister of Social Security and Labour of the Republic of Lithuania and the Minister of Health of the Republic of Lithuania, dated October 25, 2012, "On the Approval of General Provisions for Occupational Risk Assessment" (Official Gazette, 2012, No. 126-6350).
Therefore, it is essential to timely:
- Identify risk factors;
- Assess the risk level of accidents and illnesses;
- Take necessary technical, organizational, medical, and hygienic protective measures.
The Occupational Risk Assessment Division provides comprehensive services, including the investigation and evaluation of occupational risks (physical, chemical, ergonomic, biological, physical, and psychosocial risk factors) in companies and institutions.
It also conducts environmental factor assessments based on protocols provided by the client. Data from workplace environment factor studies/measurements are compared with the values and threshold limits set in Lithuanian hygiene standards and other regulatory documents, considering the duration and characteristics of the risk factors.

The General Provisions for Occupational Risk Assessment, approved by the Order No. A1-457/V-961 of the Minister of Social Security and Labour of the Republic of Lithuania and the Minister of Health of the Republic of Lithuania, dated October 25, 2012, stipulate in Section 7 that quantitative measurements of chemical, physical, and biologicalrisk factors are performed by the company’s laboratory or a risk factor research institution that meets the requirements set forth in the Competency Requirements for Risk Factor Research Institutions (hereinafter – the Description), approved by the Order No. A1-224/V-796 of the Minister of Social Security and Labour of the Republic of Lithuania and the Minister of Health of the Republic of Lithuania, dated December 31, 2003.
Sections 3 and 17 of this Description state that, starting from January 1, 2015, a legal entity conducting professional risk factor research in a company must be accredited to research specific occupational risk factors.
The National Public Health Surveillance Laboratory is accredited to conduct environmental research. The accreditation certificate No. LA.01.138 issued by the National Accreditation Bureau certifies this. Our institution is the only state entity with accredited methods for physical, chemical, and microbiological testing.
Ergonomic and psychosocial risk factor research – the employees of the NVSPL Occupational Risk Assessment Division study ergonomic and psychosocial risk factors, possessing the necessary skills, experience, and legal qualifications as prescribed by regulations.
